Greetings! Last week in government contracting was unusually quiet – so quiet, in fact, that FPDS reported no new contract awards. A bit dull, we know. However, we've still got some intriguing updates for you. Leveraging our expertise as former Contracting Officers, we're excited to share a valuable tip this week—also, we are including USAID opportunities to the list. We're working on launching a free dashboard that includes all contract opportunities, so stay tuned, for now, we'll stick to the classic spreadsheet approach.

Quick update: no winners last week, but keep an eye on our dashboard for the latest competitive insights. Here's a sip of wisdom: solicitations under a GWAC usually see 1-3 proposals, but we're noticing some attracting 10-15! As a former Contracting Officer's perspective, don't be deterred by incumbents or lack of past performance. Dive in and bid—you might just make a splash. ☕😊

This week, we added the USAID contract opportunities to the spreadsheet. Under this administration, USAID plans to procure services under health security, climate change initiatives, technology innovation, workforce development, IT modernization, humanitarian assistance, diversity and equity initiatives, and management consultancy in line with their FY2024-2026 strategic goals and objectives.

Here is a breakdown of USAID FY2024-2026 strategic plans:

  • Global Health Security: Strengthen global health security by combatting infectious diseases through bilateral and multilateral engagements. Opportunities include health technology, medical equipment, healthcare IT, and consultancy services.

  • Climate Change Response: Advance ambitious climate change mitigation and adaptation, supporting the Paris Agreement. Opportunities in environmental monitoring, renewable energy, and climate resilience consultancy.

  • Technological Leadership: Enhance U.S. technological leadership and innovation, improving global lives through technology. Opportunities for developing and implementing innovative tech solutions.

  • Workforce and IT Modernization: Focus on building a diverse workforce and modernizing IT for better decision-making and mission support. Opportunities in training, diversity consultancy, IT development, and data analytics.

  • Humanitarian Leadership: Lead in providing lifesaving humanitarian aid in global disasters and crises. Opportunities for companies in emergency response, logistics, and relief support.

  • Diversity and Inclusion: Prioritize inclusive recruitment, hiring, and retention practices. Opportunities for companies in DEI consultancy and training.

  • Management Challenges: Address annual management challenges identified by USAID's Office of Inspector General. Opportunities in consultancy for management practices, process improvement, and compliance.

Greenbelt Gears Up: New FBI HQ Brings Big Opportunities for Businesses

Here's the scoop: the new FBI headquarters is heading to Greenbelt, Maryland, and this is big news for your business. The GSA chose this 61-acre site for its cost-efficiency, transportation ease, and sustainability. It's a strategic move, signaling a wave of economic growth and opportunities in the area.

Greenbelt's new FBI campus means a bustling market for professional and tech services and products. Keep an eye on the FBI's budget for FY2023 or FY2024 – it's your cue for potential collaborations and contracts.

FBI Spending Habit 💰

The FBI requested $11.4 billion for FY2024, with a breakdown of $63.4 million to enhance cyber investigative capabilities, $13.0 million to address escalating counterterrorism threats, $4.5 million to mitigate threats from foreign intelligence services, $27.2 million to enhance the FBI’s cybersecurity posture and protect internal networks, $14.9 million to combat violent crime, $53.1 million to address the increase in DNA collection and processing, $3.1 million to sustain secure communications platforms, $2.8 million to support infrastructure needs related to the use of Body Worn Cameras, and $14.1 million to begin to address executive order requirements for zero-emission vehicles.

In short, Greenbelt is the new tech business hotspot. Time to strategize how you'll be part of this exciting development! 🚀🌐

Approaching Launch: GSA Alliant 3 GWAC on the Horizon

At Acquisition Box are all about making your life easier. When agency COs are in the market to procure, the last thing they want is to broadcast their needs on SAM.gov and get inundated with proposals from anyone and everyone. It's like throwing a party and inviting the whole internet – chaotic, right? This is where the charm of a governmentwide acquisition contract (GWAC) comes in. Think of it as an exclusive club. To get in, vendors need to pass through a velvet rope of vetting. This means when COs send out their invites (a.k.a. solicitations), they're only reaching the pre-approved vendors.

Now, let's spill the tea on something big brewing in the GWAC world. The much-anticipated GSA Alliant 3 for Large Business is dropping its Draft RFQ this quarter. Even though it's for the heavy hitters, there's still a slice of the pie for smaller firms, thanks to the subcontracting plan requirement. Steaming Ahead: Preparing for Q4 2024 with Proactive Procurement and Contract Brewing

As the leaves start to turn and we inch closer to Q4, it's vital to remember that preparation never takes a holiday – and neither does our procurement team. Here's a heads-up: key deadlines are approaching for Program Offices to submit their requirements to procurement, sorted by the estimated dollar value of contracts.

Let's break it down: For hefty contracts valued at over $10 million, the gears are already in motion. These requirement packages, including Market Research documents identifying potential vendors, Acquisition Plans detailing solicitation strategies and potential set-asides, and the final draft PWS/SOW, are already on the procurement team's desk in order to procure it this fiscal year.

But, it's not just a drop-off; it's a collaboration. The procurement team will fine-tune these documents, engaging in a constructive back-and-forth until the package is primed for solicitation. In other words, the groundwork for your next big contract is being laid as we speak.

So, let's stay proactive and keep the momentum going. Remember, the best brews take time, and your next contract is simmering to perfection.

GAO Story Time

🚀 LPE Strategy's Protest Hits a Roadblock!

LPE Strategy, LLC, swung for the fences but struck out in their protest against the awarding of a data management services contract for a Department of Health and Human Services (HHS), Food and Drug Administration (FDA) data management service.

LPE challenged the agency's evaluation of proposals under various non-price factors. They believed the process and the outcome were as unreasonable as playing baseball with a tennis racket.

GAO  acknowledged that while LPE's proposal might have had a slight technical edge, it didn't justify a $3 MILLION price tag. Even though LPE consistently knocked it out of the park, the government couldn't rationalize shelling out an extra $3 million for just a few more home runs. You see what I mean?

MPZA's combination of a reasonable price and competent proposal made them the MVP in this contract game, proving that sometimes, the best player isn't always the one with the flashiest stats. ⚾🏆💼

Our perspective: LPE's protest claim was justified, as the scoring and competitor information is inaccessible without a protest. Had the MPZA expressed Low Confidence in their scoring, the Government would likely have chosen LPE, even at a higher cost.
